When a receipt or invoice shows only the final total and you must report the pre-tax amount and the tax it contains — common for expense claims, bookkeeping and tax-inclusive pricing.
The tax was added on top of the net price, so the total is net × (1 + rate). Dividing undoes that multiplication; subtracting the rate from the total gives a wrong (too low) tax figure.
